13th Global Series: Africa Pension Secretariat and Managers Programme

Convention Overview

Africa's pension landscape faces a defining moment. With over $1 trillion in pension assets but only 15% population coverage compared to the global average of 54%, the continent confronts both a critical challenge and massive opportunity. The Africa Pension Secretariat and Managers Convention emerges as a strategic response to this reality by bringing together pension industry leaders, regulators, and stakeholders to transform Africa's retirement security framework.

This continental gathering tackles the urgent need for coordinated action across Africa's fragmented pension systems. The convention confronts a stark contradiction: Africa holds substantial pension assets yet battles massive coverage gaps that threaten long-term economic stability and social cohesion. As 85% of Africans lack pension coverage and 60% of the population is under 25, the window for building robust retirement frameworks is closing fast. The convention drives concrete solutions, cross-border partnerships, and the targeted deployment of pension capital to fuel inclusive economic growth, turning the coverage crisis into an opportunity to expand financial inclusion and strengthen institutional governance.

Rwanda hosts this inaugural continental event, demonstrating the power of bold pension reform. In 2025, Rwanda doubled its statutory pension contribution rate from 6% to 12%, showing real political commitment to retirement security. With real GDP growth exceeding 8.5% in 2024 and a regulatory environment matching international standards, Rwanda delivers the perfect backdrop for peer learning, hands-on problem-solving, and positioning pension funds as engines of sustainable development across the continent.
